Graduation – On June 28, the city’s five E3 Centers held a graduation ceremony at Freedom Theater, recognizing youth who earned high school diplomas and GED’s and those that met employment and academic goals.

Overview
Philadelphia’s three E3Power Centers offer skill-building
experiences for out-of-school and other disconnected youth that are
grounded in youth development theory and practices. E3 stands for
Education, Employment and Empowerment. The Centers’ service delivery
structure is designed to help youth achieve long-term goals in the
areas of education, occupational skills, life skills and employment.
The Philadelphia Youth Network contracts with youth-serving
organizations to operate the centers, each of which offers a
schedule of diverse activities that provide opportunities for
holistic development.

Services The Centers serve youth ages 14-21 seeking to improve their
skills and work toward long-term goals. Youth may be referred to
one of the centers or find a center on his or her own. In each
Center, which serves approximately 300 youth annually, services
are organized into four pathways:

Specialized Services
for Young Offenders at the E3 “Welcome Home Centers”
– As an essential component of their new reintegration
initiative for Philadelphia youth returning to the community
from the six juvenile placement facilities that serve the
majority of the city’s youth, Philadelphia Family Court and the
Department of Human Services have established “Welcome Home
Centers” within each of the E3 Centers to provide a variety of
mandatory services for young offenders with the greatest risk of
recidivism. Targeted youth range from 12-18 years of age
(average 16.9 years), and are in placement between 6-14 months
prior to release into the community. The Centers provide
services to youth on site and assist reintegration in
coordinating off site activities that are appropriate for their
mandated hours of service.
